Stop interpreting 0 & 1 as no & yes

 sameas() in jinja2 is more narrow, preventing "truthy" and "falsy" values from being misinterpreted.

Fix an issue with the recursor.conf Jinja2 template resulting in the  configuration being rendered wrongly

Add install-epel and configure

Add includes for configure.yml and install-epel.yml.

Handle different version string for Debian and CentOS

Copied from PowerDNS/pdns-ansible since it's also needed for recursor.

Additional string mangling because pdns_rec_package_version appears to
contain a newline (and apt chokes on that). A fix in atosatto.packages-extras
(sanitizing the version string over there) might be better, this is a
quick workaround.
